Service Description: Emergency Transportation Routes (ETR) represent major roads that would be utilized for mass evacuation in Clark County.  They are also a resource for planning response and recovery in the event of an emergency.ETRs are based on snow routes designated by local jurisdictions, plus state and federal highways.Roads in the City of Woodland, and the Lewis River Road in southern Cowlitz County are included because they are served by CRESA.
