Service Description: <p>A combined layer used for identifying constrained lands in the Vacant Buildable Lands Model (VBLM). The layer includes wetlands, shorelines, flood, hydric soils, landslide hazard areas, steep slopes, and non-sensitive priority habitat and species information.
